Pradhan Mantri Gram Sadak Yojana

Pradhan Mantri Gram Sadak Yojana (PMGSY), launched on 25 December 2000, is one of India's most impactful rural infrastructure schemes. It provides all-weather road connectivity to unconnected habitations — enabling access to markets, schools, hospitals, and government services. PMGSY Phase I (2000–2011) connected habitations with 500+ population in plains and 250+ in hilly/tribal/desert areas. Phase II (2013–2019) upgraded existing rural roads. Phase III (2019–2025) upgrades 1.25 lakh km to higher standards. PMGSY-IV (2024–2029) targets 25,000 km of new connectivity including remote habitations still unconnected. The scheme is funded 60:40 between Centre and States (90:10 for NE/hilly states). As of 2025, PMGSY has built 7.87 lakh km of rural roads — transforming rural mobility and economic access.

  • Unconnected rural habitations with 500+ population (plains)

  • All rural residents of connected habitations benefit from improved roads

  • Village must be unconnected (no all-weather road within 500m) and above population threshold
  • State government nominates habitations for connectivity
  • Roads built under PMGSY are maintained by Gram Panchayat and state PWD

What is the difference between PMGSY-III and PMGSY-IV?

PMGSY-III (2019–2025) focuses on upgrading existing rural roads — improving surface quality, width, and drainage of already-built PMGSY roads. PMGSY-IV (2024–2029), announced in Budget 2024–25, targets building 25,000 km of NEW rural roads — for habitations still unconnected and for connectivity of major agricultural market routes.

Who maintains PMGSY roads after construction?

For the first 5 years after construction, the contractor who built the road is responsible for maintenance under warranty. After 5 years, maintenance responsibility transfers to the state government's PMGSY/PWD cell with funding support from the state budget. Gram Panchayats also have a role in day-to-day maintenance monitoring.
