Pradhan Mantri Awas Yojana — Urban (PMAY 2.0)
Pradhan Mantri Awas Yojana — Urban was launched in June 2015 with the ambitious mission of 'Housing for All'. After successfully sanctioning over 1.18 crore houses under PMAY 1.0 (2015–2024), the Government launched PMAY 2.0 in August 2024 with fresh targets of 1 crore houses for the period 2024–2029.
**PMAY 2.0 Key Changes:**
- Beneficiary-Led Construction (BLC) grant increased to ₹2.5 lakh (from ₹1.5 lakh in 1.0)
- Interest subsidy restructured under the new CLSS framework
- Urban Local Bodies (ULBs) given more flexibility in project design
- Technology Innovation Grant introduced for green housing features

**Four Components of PMAY-U:**
**(1) Beneficiary-Led Construction (BLC):** For EWS families who own land but cannot afford to build. They receive a direct grant of ₹2.5 lakh (PMAY 2.0) for construction or enhancement of a pucca house. The house must be in the woman's name or joint ownership. Applications through Urban Local Bodies.
**(2) Affordable Housing in Partnership (AHP):** State governments, ULBs, or private developers build affordable housing projects — Central Government provides ₹1.5 lakh per EWS unit as project funding. Beneficiaries buy flats at subsidised prices in these projects.
**(3) In-Situ Slum Redevelopment (ISSR):** Slum dwellers get new houses built on the same land by leveraging the land as a resource for private developer cross-subsidisation. Existing slum residents get homes at highly subsidised or free rates.
**(4) Affordable Rental Housing Complexes (ARHC):** New under PMAY 2.0 — provides affordable rental housing for migrant workers and urban poor who cannot afford to buy. Existing government-funded vacant houses converted to ARHC.
**Interest Subsidy (CLSS — check current PMAY 2.0 terms):** EWS/LIG borrowers can avail interest subsidy on home loans. Under PMAY 1.0 CLSS, the NPV of subsidy was ₹2.67 lakh for EWS/LIG. PMAY 2.0 has revised this — check pmaymis.gov.in for current rates as the scheme is evolving.
**Women Ownership Mandate:** For EWS and LIG categories, the house must be in the name of the woman of the household (or in joint ownership). This is a strong legal safeguard for women's property rights.

Why is the house being built under PMAY required to be in the woman's name?
This is a deliberate policy choice to ensure women's financial security and property rights. What happens if I received PMAY BLC money but haven't completed construction?
PMAY BLC releases funds in 3–4 tranches based on construction milestones (foundation → slab/lintel → roof → completion). If you received the first tranche but didn't complete the milestone for the second, the next tranche is withheld. If construction is abandoned, the ULB can initiate recovery of disbursed funds. Complete construction within the time permitted (typically 18–24 months).
