**The Problem SVAMitva Solves:**

Before SVAMitva, rural abadi land (the inhabited residential area of a village, distinct from agricultural fields) was largely undocumented. A farmer's son whose family had lived in a house for three generations had NO legal document proving ownership. This meant: no bank loan against the property, no legal resolution of boundary disputes, no inheritance records, and difficulty accessing welfare schemes requiring address proof.

**How the Drone Survey Works:**

Survey of India (SoI) deploys drone-based mapping technology: Continuous Operating Reference Stations (CORS) are installed near each village to provide precision GPS correction signals. Drones fly over the abadi area and create high-resolution ortho-rectified maps (accurate to centimetre level). Revenue officials and residents jointly mark boundaries on the digital map during a verification camp. The verified map becomes the basis for property cards.

**What the Property Card Contains:**

The property card (called "Aabadi Card" in UP, "Gharauli" in HP, "Rights of Record" in Maharashtra) contains: owner's name, Aadhaar number, GPS coordinates of property, area of plot, survey map reference, and Gram Panchayat details. It is a legally admissible document in courts and accepted by banks as collateral.

**The Bank Loan Angle:**

With a SVAMitva property card, rural homeowners can approach any PSU bank for a property-backed loan. SBI, Bank of Baroda, PNB, and other banks have launched specific home/personal loan products for SVAMitva card holders. This is a fundamental shift — informal rural credit at 24%–48% from moneylenders vs formal bank credit at 8%–12% against property.

**Property Tax and Local Governance:**

SVAMitva data flows into Gram Panchayat GIS systems, enabling accurate property tax assessment (currently almost zero in most villages). Better property tax collection funds better local services — a governance virtuous cycle.

**Progress Status:**

As of 2025: 3.1 lakh villages surveyed (of 6.6 lakh total). Complete state coverage: Goa, Uttarakhand, Tripura, Madhya Pradesh. UP leads in absolute card numbers (~75 lakh). Slower states: Bihar, West Bengal (complex land records).

For new property transactions (buying/selling village land), a registered sale deed is still required. The SVAMitva card complements the sale deed — together they provide complete ownership proof.

Does SVAMitva affect inheritance/succession of rural property?

SVAMitva establishes the current possessor's rights. When the owner dies, heirs must follow the standard mutation process (inheritance mutation/dakhil-kharij) at the Gram Panchayat/Tehsil to update the card in the heir's name. SVAMitva does not automatically update on death — the family must apply for mutation. This is the same process as for agricultural land mutation.
