(1) Any licensing authority may, on application made to it, renew a driving licence issued under this Act with effect from the date of its expiry. (2) An application for the renewal of a driving licence shall be made in such form and be accompanied by such documents and fees as may be prescribed. (3) Where an application for the renewal of a licence is made more than thirty days before the date of expiry of the licence, the renewed licence shall take effect from the date of renewal. (4) Where such application is made within thirty days before, or within one year after, the date of expiry of the licence, the renewed licence shall take effect from the date of expiry of the licence. (5) Where such application is made more than one year after the date of expiry, the applicant may be required to pass the test of competence to drive.

Section 15 provides the procedural framework for renewing driving licences. Three timing scenarios: (1) renewal before expiry — straightforward, renewed from the application date; (2) renewal within 1 year of expiry — accepted with backdated validity from expiry date; (3) renewal more than 1 year after expiry — may require a fresh driving test, treating the lapsed licence holder as if they were a new applicant in terms of skill verification. The online Sarathi portal has significantly streamlined the renewal process — most renewal applications can be completed online with a doorstep delivery of the renewed licence, eliminating the need for RTO visits. Medical certificates are mandatory for transport vehicle licence renewals. For non-transport licences for holders below 50, renewal is largely administrative.
